Qualifications David Spease is a Landscape Architect registered with the State of California. He was a Landscape Architect for the City of Sacramento for 32 years. designed and inspected Parks and Recreational facilities. He has participated in the preparation of several City Wide Parks and Recreational Master Plans and designed many of the City parks and recreational facilities. His duties included, construction management, inspection, budgeting, and grant applications. His projects have included play areas and play equipment, sports fields, exercise and running courses, horse trails, boat launching and docking facilities, wading pools and water play features. He helped develop the City Water Conservation Ordinance, the Parking Lot Shade ordinance and the Fence ordinance. He was involved in Subdivision Review and landscape review. David Spease developed the City of Sacramento Park Facilities Safety Program that was adopted 8 months before the California Department of Health Services, Safety Regulations for Playgrounds became law. The Park Facilities Safety Program exceeds the requirements of the California Department of Health Services by including regular safety inspections of all park facilities, not just those set aside for children. David Spease is a contractor registered with the State of California. His licenses include; A General Engineering Construction, B General Building Construction, and C-27 Landscape Construction. David Spease has been accepted in courts as an expert witness in park facilities safety for School Districts, Park Districts and private clients. David Spease has taught University of California Extension Services Courses on Environmental Impact Preparation under CEQA, and Applying CEQA and NEPA David Spease is a National Playground Safety Institute Instructor for the Certified Playground Safety Inspector Course.
